What Is an EICR?

An Electrical Installation Condition Report (EICR) — sometimes called a periodic inspection or electrical safety check — is a formal assessment of the fixed electrical installation within a property. A qualified electrician inspects and tests the consumer unit (fuse board), all wiring, sockets, switches, light fittings and earthing arrangements throughout the property.

Tests check that circuits are properly insulated, that earthing and bonding are adequate, that protective devices (MCBs, RCDs, RCBOs) are functioning correctly and that no dangerous conditions are present. All findings are recorded using a standardised coding system. If no C1, C2 or FI codes are found, the report is issued as satisfactory.

Who Needs an EICR?

  • Landlords (legal requirement)
    All private landlords in England must have a valid EICR at least every five years, or at the start of each new tenancy under the 2020 Regulations.
  • Homebuyers
    Independent confirmation of the electrical installation's condition before you complete a purchase — particularly important in older Sidcup properties.
  • Homeowners
    Recommended every ten years, or after any major electrical work, extension or renovation — or when purchasing a property.
  • Businesses & commercial premises

The 5-Year Landlord EICR Requirement

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require all private landlords in England to have a valid EICR conducted at least every five years. Failure to comply can result in a financial penalty of up to £30,000.

Understanding EICR Codes

Every observation found during an EICR inspection is assigned one of four codes. The overall report outcome depends on which codes are raised.

C1
Danger Present
A risk of injury or death is present. Immediate action required — the installation should not be used until the issue is rectified. Examples: exposed live conductors, missing earthing, severely damaged cables. A C1 code makes the report Unsatisfactory.
C2
Potentially Dangerous
Not immediately dangerous but could become so. Urgent remedial action is required before a satisfactory certificate can be issued. Examples: lack of earthing, insufficient RCD protection, damaged accessories. A C2 code makes the report Unsatisfactory.
C3
Improvement Recommended
Does not make the report Unsatisfactory. Indicates the installation doesn't meet current standards but isn't dangerous. No mandatory action required — though the improvement is advisable. Many older Sidcup properties carry C3 codes without failing.
FI
Further Investigation Required
A defect is suspected but cannot be confirmed without additional investigation. An FI code makes the report Unsatisfactory until the issue is fully investigated and assigned an appropriate code or cleared.

What Happens If My EICR Fails?

If your EICR returns a C1, C2 or FI observation, the report outcome is Unsatisfactory. This doesn't mean the property is immediately uninhabitable — but it does mean remedial works are required before a satisfactory certificate can be issued.
